Expertise
William “Sumner” Macdaniel is a seasoned Texas litigator whose practice sits squarely at the intersection of state-government operations and civil procedure. Since 2017 he has represented agencies, officials, and contractors in matters of statutory interpretation, constitutional claims, open-records disputes, and complex civil appeals. Drawing on experience as both an assistant attorney general and as an associate general counsel to the Texas Department of Transportation, he shepherds cases from investigative demand through final judgment. Clients and colleagues value his incisive legal research, persuasive brief-writing, and practical courtroom strategy, all of which consistently position matters for favorable settlements, dispositive rulings, or success on appeal.
Background
Sumner began his career clerking for the Hon. Kevin Patrick Yeary at the Texas Court of Criminal Appeals, where he honed analytical skills on cutting-edge constitutional issues. He next joined the Office of the Texas Attorney General, litigating civil suits on behalf of the State and its agencies while handling discovery, arguing dispositive motions, and briefing interlocutory and mandamus appeals. A subsequent tenure with the Austin litigation boutique Ruffner Schoenbaum Murphy Banaszak PLLC broadened his exposure to commercial disputes, unclaimed-property claims, and garnishment actions. Sumner has served as Associate General Counsel for TxDOT, advising on Public Information Act compliance, subpoenas, and high-stakes infrastructure matters while supervising outside counsel and a docket of more than thirty active cases. Across each role he has earned a reputation for clear communication with clients, regulators, and opposing counsel alike.
Education
Sumner earned his Juris Doctor, cum laude, from St. Mary’s University School of Law in 2017, where he served as an editor of the St. Mary’s Law Journal and competed on the National Moot Court Team.
Bar Admissions
He was admitted to the State Bar of Texas in 2017.
